In every decade or hundreds of years, the dragon moves its body as if it tosses about unconsciously. The movement becomes the distortion and causes impurity. This “impurity” lavishes an evil on people. And now, there is a huge indication of a distortion. Gods foresaw the greatest harm would happen to Japan, divide own power and give it off as a messenger of God (“Shinshi”) in Japan to gather mediums, or “Magica” who can expel the “impurity”. With the magical weapon the power of Gods, “Magica” will fight to stop evils in Japan.”

With a bit of Naruko’s history provided in the previous episode, Magica Wars has a bit more of a foundation here to work with. Which is, of course, why they go and introduce another character this episode so we can work from there. Taking us to the Shizuoka prefecture, we get to meet the cute miko-type character with Matsuri. She works hard and does right, though she’s a bit tired of all the responsibilities. We see how she gets a bit of a magic connection here when something she’s given, a broken item of some sort, ends up rebuilding itself in the middle of the night into a mechanical hand and starts talking to her after trying to wake her up. Introducing himself as a misaki, a tool of the gods, she names him Toro which just delights him as he rockets around. As a first meeting, it hits the key points as we see how he causes he to transform and verbally seal a contract with him to be the latest magical girl addition.
In Summary:
Shifting to the next character was basically expected here after we got three episodes of just Naruko and it does work well. We get her origin and meeting with Toro, the magical misaki, which basically tricks her into becoming a magical girl to deal with the bad things that are coming. Matsuri’s pretty fun overall for the brief time we get to know her and because it’s a more natural introduction, she feels more accessible already compared to Naruko. And so, Shizuoka is represented.
